Small business investors to be given 50pc tax relief
A new tax plan will see people who put money into developing small firms given 50 per cent income tax relief and a one-year capital gains tax holiday.The new plan was announced by Chancellor George Osborne in his Autumn Statement today, and will go under the name of the Seed Enterprise Investment Scheme (SEIS). The capital gains tax allowance of £10,600, however, will be frozen to pay for the new incentives and not, as expected, rise to £11,100 in April 2012.The aim of the SEIS is to grow British business from the smallest level up, to help towards a stable and sustainable economic recovery. It will see people who usually save in Isas or share portfolios offered lucrative incentives to relocate their savings. Regardless of the income tax bracket they are in, investors will be able to dedicate as much as £100,000 to the fund and subsequently gain the 50 per cent tax relief. Economists have predicted that the SEIS scheme will allow any gains made from the investment to be tax free and said that, if the invested money has come from another investment and is paid in during the 2012-13 tax year, then the investor would be exempt from capital gains tax implications.

KPMG claims higher earners 'grudgingly' enduring 50pc tax
A new survey has shown that people in the 50 per cent tax bracket are grudgingly putting up with the punishing tax rate - for now. The survey from financial services firm, KPMG, showed that 13 per cent of the 50 large employers polled reported that the introduction of the tax has hindered their UK recruitment for senior executives since April 2010. KPMG analysts determined, however, that the comparatively low figure was actually a reflection of other initiatives undertaken by employers to bolster their ability to attract and retain staff, as well as the persistently difficult financial climate. "A harsher economic reality makes people swallow more than they would otherwise," one tax director from a major travel and leisure group said in the survey. "The lack of mobility in the job market also means that people are more likely to accept a higher rate. It doesn’t mean they are embracing it, but they are putting up with it for now."The report also highlighted that while the effects of the tax may not have been as immediately dire as first feared, it has a range of damaging effects on British businesses. "Senior executives still feel it damages the UK in other less direct ways, in combination with other elements of the tax regime," the report said. "The higher rate of tax is seen as a stain on the UK's image in difficult economic times."

Treasury could lose billions to 50 per cent tax rate
British households could see their tax burden rise by £30 by 2016 due to the effects of the 50 per cent tax rate, according to a leading think-tank. The Centre for Economics and Business Research (CEBR) said the tax rate - which it says began as a "well-intentioned" move by the Labour government in 2009 - could well cost the Treasury much more than £1 billion from the flight abroad of many of Britain's high-earners. The chief executive of CEBR, Douglas McWilliams, said that the government will then have no choice but to turn to the less well-off tax payers to plug the shortfall."Every household in the country could have to pay £30 more in tax for the luxury of keeping this tax," he explained. "It starts to become a very expensive luxury."McWilliams admitted that the tax is currently earning more for the government, but warned that this will fall to a loss in the coming years if the tax is kept in place. He said that the only way to actually make more money in tax revenue would be to cut the top band to below 40 per cent - even lower than the original rate - which would make tax-avoidance schemes less attractive.

Alexander speaks out in favour of the 50pc tax rate
People and businesses awaiting a potential abolition of the controversial 50 per cent rate of income tax have been dismayed to hear senior Liberal Democrat, Danny Alexander, speak out firmly against its abolition. Alexander, who is Chief Secretary to the Treasury, spoke out on the weekend to state that the tax rate is raising millions of pounds for the economy, and poured water on claims that it is harming the economy. Alexander said that it did not appear to have caused a rise in the number of high-earning people leaving the UK.He added that the tax was proving very efficient at ensuring that Britain's rich contribute "their fair share" in paying down Britain's debt. The tax is levied on people who have incomes of more than £150,000, and has seen many senior Tories and senior business leaders speak out against it. Alexander also said that he believed an HMRC review of the tax rate, which was ordered by the Chancellor of the Exchequer, George Osborne, in March, will conclude that the tax rate "is making money for the Government". This goes against the predictions of an independent committee of finance experts, who believe that the review will show that the tax is actually losing revenue for the government.

1.4m more people to face 50 per cent tax rate
As many as 1.4 million people could find themselves pushed up to the higher 40 per cent income tax rate within the next four years, with many others being pushed up into the highest 50 per cent tax band. The survey, carried out by accountancy firm, Grant Thornton, calculated that if wages continue to rise at the rate predicted by the government, then 5.5 million people will exceed the £42,475 threshold that will push them in to the 40 per cent band by 2015. Grant Thornton senior tax advisor, Max Warburton, said that the Chancellor's three-year freeze on tax thresholds - which was announced in June - would create twice as many 40 and 50 per cent tax payers in 2015 as there were in 1997."Lots of people who would not consider themselves rich are already paying higher rate tax and this is set to continue," Warburton warned. Mr Warburton said that he used wage growth figures from the Office of Budgetary Responsibility to make his calculations, but said that salaries would actually likely grow at a more conservative rate, possibly somewhere around 2.5 per cent. This lower rate, however, would still see middle ranking policemen and teachers, as well as senior nurses, face becoming higher rate taxpayers.

High-earning doctors and dentists are the current target of HM Revenue and Customs' (HMRC) mission to make sure people's taxes are up to date. Some 2,500 senior health and medical care professionals will receive letters from the tax authority, informing them that their tax affairs are not up to date and that, if they do not come forward to put things straight within 21 days, then they could face significant additional charges or even prosecution.Gary Ashford, from financial services firm RSM Tenon, who is also a leading Chartered Institute of Taxation (CIOT) representative, said that there are many medical professionals who do not have a clean bill of tax health."HMRC made clear at the launch of the Tax Health Plan in January 2010 that they would be adopting a carrot and stick approach," Ashford explained. "They have offered the carrot of a relatively low penalty rate for doctors to get their affairs in order and 1500 health professionals took it up, bringing in £10 million for the Exchequer. Now they are wielding the stick at those who have not come forward."He said that HMRC liaises with medical insurance companies, pharmaceutical companies and locum agencies and holds more information on the revenues in the healthcare sector than many professionals realise.Ashford added, "Anyone who is worried that they have been underpaying tax - whether deliberately or in error, and whether they are doctors or anyone else - should get professional advice without delay."
