New UK tax taskforces launched
HMRC has announced the launch of six new taskforces to tackle tax avoidance.The officers will target taxpayers in various industries and regions, namely markets in London, taxi firms in Yorkshire and the East Midlands, property rentals in East Anglia, London, Yorkshire and the North East, and restaurants in the Midlands.The teams will visit businesses and check through their tax records and other paperwork. David Gauke, the Exchequer Secretary, said, “HMRC is on target to collect more than £50 million as a result of the taskforces launched in 2011/12.“We have made it clear that we will not tolerate tax evasion – everyone needs to pay the taxes they owe in full. We are determined to crack down on the minority who choose to break the rules. It is not fair that at a time when most hard-working people are paying the right tax, others are trying to get out of paying what they should.”HMRC launched 12 tax taskforces in the last financial year and plan to launch 30 more this year. These investigations are the result of the Government’s drive to tackle tax evasion, avoidance and fraud, with the aim of raising an additional £7 billion per year by 2014/15.

Telestroke medical equipment saving lives in Lancashire
Medical experts in the Lancashire and Cumbria cardiac and stroke network have said that the new medical equipment that sustains the Telestroke service will help around 40 stroke victims recover every year with minimal disability.
Telestroke was launched last July after being worked on for nearly three years, and is based on a £9 million contract with seven healthcare trusts across Lancashire. The Polycom ‘telecart’ – which features a mobile video conferencing unit – provides an out-of-hours link between specialist consultants and stroke patients, allowing the consultants to remotely examine patients in other medical facilities when they are unable to attend in person.
The senior stroke consultant at Blackpool Victoria hospital, Dr Mark O’Donnell, said that the degree of precision and accuracy in the video service is almost fine as being there in person.
He explained, “I can remotely control the camera at the patient’s end so that I can zoom in on particular features if I wish to, and particularly to see the movement of the eyes and facial muscles.”
Kathy Blacker, the director of Lancashire and Cumbria cardiac and stroke network, said. “We took the view that the best thing to do was to treat people in their local hospital if we could and virtually take the consultant to the bed, rather than bring the patient to the consultant.”

Contractor tax test deemed ?flawed?
A test designed to help contractors abide by IR35 contractor tax rules has been deemed ‘flawed’ by industry groups.Groups such as the Federation of Small Businesses and the Professional Contractors Group said the guidance on disguised employment rules was “counter productive” and would prevent high-risk cases from being identified.The HMRC test, which is to be piloted over the next year, is intended to make it more straightforward for contractors to identify their tax status. However, a joint statement from business groups which sat on the IR35 Forum said that the guidance “represents greater complexity rather than [the] simplification that had been the Government’s goal”.The group argued that HMRC had missed an opportunity to bring clarity and fairness to the IR35 system and argued that the measures don’t reflect the new approach to IR35 which the Government promised in the 2011 Budget.Martin Hesketh, of the Freelancer and Contractor Services Association, another member of the Forum, is quoted by the Telegraph as saying, “The proposed scoring system ... will push a disproportionate number of businesses into the high-risk category, and in so doing will prevent genuinely high-risk cases from being identified. An alternative scoring system, backed by a majority on the Forum, was suggested but to date those suggestions have been rejected by HMRC.”

Medical and scientific sales jobs are likely to stem from a pioneering new partnership between Strathclyde University in Scotland and South Korea’s global research and commercialisation programme.
The university has been chosen to work with South Korean technology companies to work on feasibility study projects and full-scale research and development projects in a range of technology areas. Bio and medical devices, robotics, software and computing and electronics will be some of the key areas of focus for the project.
Strathclyde University was chosen following a competitive process that saw six higher education establishments from across Europe shortlisted for the task. The university’s bid was aided by Scottish Development International (SDI), whose chief executive, Anne McColl, said that the partnership endorsed Scotland as an industry partner of choice.
“This is especially true given that the endorsement is from the Korean government that chose a Scottish university over any other in Europe in its search for an institution with a strong track record of success in commercial innovation and industry-driven research capability,” she said.
“We know that research and commercialisation are key drivers of growth, and by collaborating with other countries we can further enhance our reputation on the global stage as a knowledge-led economy.”

Ministers claim more needs to be done to encourage self-building
The government should make it easier for people to build their own homes, according to a recent report from the Commons Communities and Local Government Select Committee.
Housing Minister Grant Shapps has already released details of measures being introduced to make self-building easier for those who are interested. He claims that a family home can be built for £150,000 in many areas and that encouraging people to take this option will help to ease the housing shortage issue.
However, the Select Committee claims that even more needs to be done to encourage self-building. Labour Minister and committee member, Clive Betts, explained, “Self-build schemes could be a major new source of housing in England, but it will take substantial institutional change to realise this potential.”
He said that there are still too many restrictions on planning and funding that stand in the way for most people who would otherwise be keen to build their own home.
Grant Shapps responded to the report by welcoming the comments. He added, “I'm pledging to back the self-build boom and support the industry to double in size over the next few years.”
“Those who build their own homes can choose their own building materials – opting for FSC certified environmentally sound wood panels from Norbord including particleboard flooring, MDF and SterlingOSB. Brochures and samples of products are available via www.norbord.co.uk and are also on show at BuildStore, the permanent self-build exhibition centre near Swindon.”

The OSB market in Europe has reported a strong few months after an increase in demand from suppliers in Switzerland, Germany and Austria, in the second half of February, intensified in March.
As well as the increase in demand from Northern Europe, other markets in Europe have also experienced a rise in the demand for OS board. Together, this has resulted in a rise in orders and revenues for European OSB manufacturers.
For the first quarter of the year, many manufacturers claimed that they exceeded their targets and also performed much better than they did last year, as more and more construction projects demanded the high quality wood panel products.
Some industry insiders have been speculating that the rising costs of transporting plywood has led to a rise in the demand for OSB as an alternative.
A recent report form BIS Shapnel Forestry also found demand for OSB rising in Europe. Its director and senior manager, Bernie Neufeld, said, “Stronger growth in housing construction and economic growth in the United States will be supported by growth in the ‘emerging markets’ of Asia and South America, which will have a positive impact on Europe and Australasia."

The new employees will work at Merit Medical Systems’ €20 million facility in Galway and will add to the 379 staff that the firm already employs. Merit was established in 1996 and designs, develops, manufactures and sells interventional and diagnostic medical devices globally. The new team will help to make products used for cardiology, radiology and endoscopy.
Taoiseach Enda Kenny announced the firm's plans to take on the new staff and said the move will help Merit to carry out further research and development, as well as boost its capacity.
The Belfast Telegraph quotes Mr Kenny as saying, “It is also a significant endorsement of Ireland as a location for investment and highlights the importance of economic stability."
The recruitment of the 200 staff will be phased in over the coming five years and a third of those who are taken on will be third-level graduates.

Lobby groups have proposed the idea of a flat rate of 30 per cent income tax for all in the UK.The 2020 Tax Commission says the move would boost growth. Its report also argues for the abolition of National Insurance and for the basic personal allowance to be raised to £10,000.The report finds that these changes could result in a tax cut of £3,400 for a two-income household bringing in around £28,000 a year.The Tax Commission, which is made up of the Taxpayers' Alliance and the Institute of Directors, argues that the flat income tax rate would need to be phased in and spending would need to be cut further in order to avoid adding to the deficit. However, it says that after 15 years, borrowing would be reduced by £35 billion.The Commission recommends limiting taxation as a whole to a third of national income, and limiting spending to the same level. This would mean extending cuts in public expenditure to 2020.Allister Heath, chairman of the commission and editor of City AM, is quoted by the BBC as saying,"It is time for Britain to make a vital choice between tweaking the status quo and letting our economy continue to be crippled by complex and punitive taxes, and drastically changing course with a radical but realistic plan for a tax system fit for the 21st century.”
