Second home-owners to bear brunt of tax shake-up
Britain's highest earners are to be targeted by the punitive hand of the tax man once again, after local authorities were given the go-ahead to abolish the council tax reliefs that currently apply to second homes. The Communities Secretary, Eric Pickles, has given the green light this week for the first major changes to the rules governing council tax since it was first introduced in 1993. The move will give the local authorities, which are responsible for the setting and collecting of their own council taxes, greater flexibility to charge full rates on second homes. Second homes are currently subject to rebates of between 10 and 50 per cents on the total bills. Pickles is also considering allowing the discounts on empty properties to be done away with, which can be up to 100 per cent for a whole year. The abolition of that discount, however, is aimed at stopping banks from clinging on to properties they have repossessed and releasing more properties to ease the pressure on the national housing stock. There are estimated to be around 250,000 second homes in the UK, with the largest proportion of them in the holiday area of Cornwall, but with many in some of London's most exclusive boroughs, including Kensington and Chelsea and Westminster.

New app helps protect student security
Students attending Northeastern State University (NSU), who use smartphones, can soon protect their security by downloading a new app called Personal Guardian.Security and safety is a major issue for college students these days, not least because of several recent attacks on students. In response to these concerns the university has launched a new app, which can be downloaded by users of Apple iPhones or Android smartphones. The app helps police to monitor the whereabouts of students who opt in to the scheme, using GPS. The student can press an icon on their phone to alert the police to the fact that they feel they are in danger and the police will be able to track their location.Detective Sgt. Jim Flores of the NSU Police Department, explained, "We are always looking for progressive types of law enforcement technology and different ways to protect our students. And one of the things we decided to go with was Personal Guardian."There are several modes the students can opt for, from requesting a police officer be dispatched right away, to a ‘follow me’ mode, which will ensure students walking home alone at night can be confident that the police know their whereabouts.

President Obama has outlined plans to try to help graduates cut their monthly costs by hundreds of dollars each month.Speaking at the Denver campus of the University of Colorado, Obama outlined his plans this week, which included a reduction in the minimum federal loan repayment amount to ten per cent of a graduate’s discretionary income each month. The timeline for this move, which has been planned for a while, has been brought forward to next year.The President also outlined a move that would relieve many past students of their debt earlier than expected. His plans involve wiping the slate clean on debts still owed by students after 20 years, down from the current 25 years.These decisions were taken in response to rising debt levels among students, who are also finding it increasingly difficult to find work after graduation. Obama said he was working independently of Congress on the changes. He explained, “We can't wait for congress to do its job. So where they won't act I will.”A recent survey by the College Board Advocacy & Policy Center found that a further 8.3 per cent has been added to the average cost of tuition fees for four-year courses this year.

HMRC criticised for 'threatening' letters
Her Majesty’s Revenue and Customs (HMRC) has been criticised by the Treasury Select Committee (TSC) for the number of complaints it has had from people who feel its tax debt recovery letters are threatening and inappropriate. The Committee heard that around 2,000 complaints have been received by HMRC, regarding the tone of the 17 million letters it has sent out since 2009 to recover due tax. The figures came from the government's response to the TSC's latest examination of HMRC's effectiveness.The TSC said that many of the letters were written in a way that was not appropriate for the particular recipients, alluding to vague "potential consequences". The TSC also said that many of the complaints had come from people who did not even owe money to HMRC. "Such language is appropriate only where there is strong evidence of persistent and deliberate non-payment," said the committee. "It is completely inappropriate where the amount owed is in dispute, where the amount may be zero, or where the recipient is vulnerable."The letters formed the backbone of HMRC's "new approach" to the collection of tax debt, which was introduced in 2009/10. The body claimed that the methods used "best practice from the private sector and from the fields of behavioural economics and psychology".

University's attempts to ban energy drinks causes uproar
Protests against plans by the University of New Hampshire to ban non-alcoholic energy drink from campus, illustrated how keen students are on the extra boost they get from such drinks.Within four days of revealing plans to ban the drinks, the university had abandoned the plans after uproar among the student community. The reasons given for the ban was to prevent students mixing the energy drinks with alcohol.However, the university’s president, Mark Huddleston, published an update last week stating that there was no real evidence to suggest that energy drinks exacerbate alcohol abuse. In fact, he stated, "I do not now see a clear rationale for eliminating an option that our students say they want.”The students claim they often use energy drinks, such as Red Bull, to make them more alert before studying or before a test and were angry at the move to try to ban the drink. Red Bull’s spokesperson added that the product meets Federal safety standards and that it is used for innocent reasons by students. He said, "College students consume Red Bull Energy Drink because it works. The benefits of Red Bull tie in naturally with the daily activities of college students as the product delivers energy and the ability to focus."Students also argued that a campus-wide ban on selling energy drinks would have limited impact as the students could still buy them off campus.

Students still head to the library for exam studies
College students head to the library in the weeks before their exams in order to escape the temptation of logging on and checking their social networking accounts, using apps or playing games on their cell phones, according to a new survey. A study carried out by the University of Washington, which questioned 500 students from 11 different universities, found that libraries are seen as a place to study and buckle down without technological temptations. The research was published on October 12 and found that some students even tell themselves that they can use social networking sites, like Twitter and Facebook as a reward for keeping their head in the books for a while. The results of the study may be surprising in light of suggestions that technology is playing an increasingly important role in student education. It seems, instead, that books are still viewed as the ultimate study aid for those preparing for midterms, finals or other important exams.University of Washington research scientist, Alison Head, who co-directed the study, said the findings suggest that students can actually find technology a distraction when the pressure is really on. She said the results “belie conventional wisdom about the multitasking generation—always online, always using a variety of IT devices to communicate, game, and do their homework.”

Swiss tax deal could work out as "revenue negative"
The Tax Justice Network (TJN) has claimed that the controversial tax deal between the UK and Switzerland could actually prove to be "revenue negative" due to a series of loopholes. The group has examined all the potential ways in which funds will be collected from the deal by HM Revenue & Customs (HMRC). The group has said that the scheme will bring in far less for the Treasury than the £5-7 billion predicted- coming in at no more than £1 billion, according to their calculations. The deal was struck earlier this year, and is very similar to a previous one established between Switzerland and Germany. It effectively offers an amnesty to people who have kept money in Swiss banks, in return for a one-off payment for tax unpaid in the past and an annual levy on the sums held in Switzerland.Critics of the plan have vocally opposed the deal, not least because they say that it is fundamentally counter-productive. Some tax experts have said that it will, in fact, make it more difficult for the EU to extend its savings tax directive. The TJN also said that the UK's very wealthy will be able to use trusts to hold their ownership of assets and make very simple transfers to other jurisdictions before the deal takes effect.

College students are still Facebook’s ‘power users’ according to Facebook’s chief technology officer, Bret Taylor.Taylor was speaking in an interview with John Battelle, who asked him about privacy settings and why Facebook and Google have had an ongoing battle about information sharing. The chief executive of Diageo, the British-based, world-leading drinks company, has said that the 50 per cent rate of income tax could force the company to look at relocating its headquarters to another jurisdiction. Paul Walsh said that the tax is posing the threat of "long term damage" to the UK's "competitive edge" and that it is making it more and more difficult for the company to attract quality, high-level staff. "I believe the 50 per cent tax rate will lead to the long-term damage of this nation’s competitive edge,” he said," he explained. "We will not be able to base people here and increasingly we will have to look at locating our quality people into lower tax jurisdictions."Diageo is the company behind a number of iconic international drinks brands, including Guinness, Smirnoff vodka and Baileys.Walsh said that any recruitment the company may look at carrying out in the near future would not be in the UK, because it is just too expensive. "If I employ staff in Singapore with a ten percent tax rate, I don't have to pay them as much for them to feel good and to go home with more money," Walsh explained. "This isn't complex stuff, this is simple common sense."

Mobile apps taking center stage on campus
Mobile apps are taking off in a big way on US university campuses as more and more businesses and colleges realize their value for communicating with students.The 2011 Campus Computing Survey found that 50 per cent of private colleges are now offering mobile apps for students with smartphones, up from 42 per cent last fall.Even more (55 per cent) of public universities have deployed mobile apps. Meanwhile, though, universities have reportedly been slower in moving functions and services to the cloud.The fact that students have so keenly adopted smartphones is one of the main reason for the popularity of mobile apps in universities, explained Kenneth C. Green, the founder of Campus Computing Project. He stated, “Students come to campus expecting to use mobile apps on their smart phones and tablets to navigate campus resources and use campus services.”He added, “Also important is that compared to a year ago, more firms—both LMS and ERP providers—now offer mobile options for their campus clients.”These services are heading for major growth it seems, as on-campus mobile apps continue to become ubiquitous on campuses all over the States.

Expat millionaire tax ruling to affect high-earners
Britain's high earners who have retired abroad are still likely to be subjected to the UK's punishing tax rates, following a key ruling this week. The Supreme Court ruled in favour of HM Revenue & Customs (HMRC) in its case against retired millionaire, Robert Gaines-Cooper, who spends almost all of his time living in the Seychelles and has done so for the last 30 years. The court agreed with HMRC's claim, started in 2006, that Mr Gaines-Cooper's close ties to the UK - including his large estate in Henley-on-Thames and his regular trips to Ascot - meant that he was both resident and domiciled in his home country. Mr Gaines-Cooper is now facing a significant backdated tax bill, on the back of the ruling. His solicitor, Peter Vains, the head of tax at the London office of Squire, Sanders & Dempsey, said the case was "harsh" and that it should be a warning to Britain's expat millionaires. "He will pay what he is due," said Mr Vains. "It was never about tax but about what was right and wrong. He satisfied all of the guideline terms but the revenue and courts have decided that some additional terms need to be implied in the reading."The Lord Justices agreed that HMRC's position on how to achieve non-residency needed to be "much clearer" - they decided that in order to qualify for non-residency status, people would have to leave the UK permanently, indefinitely or for full-time employment, surrendering "usual residence" in the UK.

Facebook and texting may help students with weight loss
Texting and using social networking sites that offer weight loss advice like Facebook, could help college students lose weight, according to new research led by a professor at the Center for Obesity Research and Education. The professor of Kinesiology, Melissa Napolitano, looked at the impact of using online weightloss tools through cell phones. One group of students participated in a private Facebook page group that offered information in various forms relating to diet and exercise. The second group did the same but also received individual information from a researcher via text message. The third group was a control that received no diet or exercise advice.The study lasted for eight weeks and the group that belonged to the Facebook group and received the text messages lost an average of five pounds in weight. Some 5.2 million college students are obese, according to statistics from the Centers for Disease Control and Prevention. As a result, there is enormous scope to help students lose weight through providing guidance and help in the from of social networking groups and personalised and tailored text messages.Ms Neopolitano said, “These results show that text messaging and smart phones are powerful tools for delivering weight loss interventions, particularly since these are technologies that most college students have with them at all times.”

HM Revenue & Customs has come in for stinging criticism for failing to send out prompt notification of late filing penalties, which allowed some companies' penalties to start accumulating even before they were aware of them. "There can be no logical reason whatsoever for HMRC to delay sending out a penalty notice for four months so that, in effect, a minimum penalty of £500 will be levied unless the taxpayer has unilaterally realised that it has failed to undertake the necessary filing," he said. "That is the course that a fair organ of the state, acting in good conscience towards the citizens of the state, would adopt."HMRC has not, however, amended its systems since the tribunal ruling, and is still only sending out penalty notices as the fines start to accumulate, which is leaving some companies facing unexpected bills of more than £400.
